How do I apply for a grant of free U.S. Government for minority women to start a business?

I would like living expenses while starting a consulting business that deals with education especially with the use of computer technology to teach the curriculum in grades grade, provide ideas to the computer classroom teachers in creating lessons and activities for the whole school that involve the home and the community and increase the amount of reading and writing done by students daily. I am an Africian American woman with 23 years of teaching experience. I have a Masters in Curriculum and Instruction with an emphasis on technology.
