Small Business Ideas in the small towns in southeastern North Carolina?

Hello, my sister lives boyfriend in Columbus County – Carolina North, who is looking for a small home based business. She is 38, not much experience but willing to work hard. Any ideas? She lives in a rural community of 20k people.

First, one has to establish what this city has and has not, secondly to establish what people want, for example. common thing, like maybe cookies if she is good at baking then perhaps some products such as biscuits, bread, etc. or if people are partly or perhaps something to do with holiday decorations for something like event management.
